Earliest development of Sector E-12 sought

Islamabad : Terming it quite unfortunate that after 3 decades of desperation and sufferings of allottees, when the development of Sector E-12 seems possible, some people wish to sabotage the pace and success of possession and development of the sector, the Action Committee of Development of Sector E-12 has demanded early and simultaneous development of the sector, says a press release.Capital Development Authority (CDA) acquired sector E-12 in the year 1985 and allotted 4,430 plots in 1989. CDA received cost, development and additional development charges of plots from the allottees. Due to inordinate delay of 3 decades in giving possession of plots more than 1300 allottees amongst Federal Government and Retired Employees passed away, because of age factor, amid dreams of their own houses in the sector. The surviving allottees and families of deceased allottees have been living in hired houses and have spent millions of rupees on rent. Those who sold their plots under precarious circumstances and had to shift to their native towns, after serving at Islamabad for more than 35 years, suffered badly. Other allottees and those who bought plots on market rates including overseas Pakistanis, on misleading ads of CDA ‘buy today and build tomorrow’ also suffered due to blockage of their investment. This also caused losing their confidence on CDA.On the other hand previous owners of land called affectees of the sector, despite having received cost of acquired land, compensation and allotment of 1,739 plots against their Built up Properties (BUPs) remained in constant possession of about 7500 kanals land utilising it for agriculture and other purposes since acquisition of the sector in the year 1985.Allottees kept on running from pillar to post for development of the sector but in vain. On desperation after prolonged exhausted efforts the allottees filed a Writ Petition in Islamabad High Court who directed CDA on November 27, 2018 ‘to submit a report unequivocally stating the time frame for handing over plots to the allottees.’ Again on March 21, 2019, the Honorable Court directed the concerned authorities to take possession of entire land of the sector within three weeks. Chairman CDA/ Chief Commissioner Islamabad, Amir Ali Ahmad and other officers of CDA and ICT are making efforts to implement directions of the Honorable Court by securing possession of complete sector.Nazar Hussain, Coordinator, Action Committee for Development of E-12 said that under the foregoing facts I, on behalf of 4,430 victim families/allottees of the sector E-12, appeal to all concerned to make sure possession and development of complete sector of E-12 and manage simultaneous development of its 4 sub sectors at the earliest possible. Necessary funds for the fiscal year 2019-2020 may also be managed. Auction of commercial area of the sector will generate much more funds than development charges,” he concluded.

The Sept 14 order, issued by eight judges led by senior puisne judge Justice Syed Mansoor Ali Shah, criticised the Election Commission of Pakistan (ECP) for failing to implement the Supreme Court’s July 12 judgement, which declared the PTI eligible for reserved seats in parliament. In his letter dated Sept 21, the CJP wondered who directed the uploading of the Sept 14 clarification order on the Supreme Court’s website. His inquiry followed a note from the Deputy Registrar (Judicial), who flagged the issue of the order’s appearance on the website.
