Pakistan floods litmus test for climate justice: Guterres

UNITED NATIONS: The United Nations has revived efforts to persuade the international community to fulfill the pledges they made last year to help Pakistan rebuild as the UN chief called the 2022 floods a ‘litmus test’ for climate justice. Triggered by torrential monsoon rains, the 2022 floods submerged one third of Pakistan. The deluge affected over 33 million people and killed 1,700 or more. Nearly 8 million people were displaced, with many still living in tents and makeshift homes. On Wednesday, the UN General Assembly convened an informal meeting in New York to review the implementation of its last year’s resolution to help Pakistan rebuild, to increase aid and to keep up the political will to provide long-term support to Pakistan. “We are here for the people of Pakistan,” UN Secretary-General António Guterres, who visited Pakistan in August 2022, said in his keynote speech to the delegates in the UN’s Trusteeship Council chamber. “I will never forget the climate-related

Practice & procedure law in line with SC rules, court told

• PML-Q counsel says legislation aimed at promoting independence of judiciary • Petitioner says parliament encroaching on ‘exclusive domain’ of top court ISLAMABAD: The Pakistan Muslim League-Q (PML-Q) on Monday pleaded before the apex court that the Supreme Court (Practice and Procedure) Act 2023 — a law that envisions the formation of a committee of three senior judges to form benches on cases involving constitutional matters of public importance — was aimed at promoting the independence of judiciary, the rule of law, and the right to access to justice and fair trial. The party, represented by its counsel Zahid F. Ebrahim, said Supreme Court rules provide that the legislature can determine the practice and procedure of the Supreme Court in relation to the constitution of benches, in particular. Parliament has the right to enact the subject legislation and has done so strictly in accordance with the law and the Constitution, the response said. At the last hear

Student union set to be revived at Quaid-i-Azam University

• Dictator Zia banned student unions in 1984 to quell uprisings • CJP Isa lends support to syndicate’s decision ISLAMABAD: Chief Justice of Pakistan Qazi Faez Isa on Friday lent his support to a decision to revive the Quaid-i-Azam University’s (QAU) students’ union, a move that, it is hoped, will pave the way for the revival of student unions in other universities as well. The decision was taken during a syndicate meeting chaired by the university’s Vice Chancellor, Niaz Ahmad Akhtar, and attended by the chief justice of Pakistan, who is a member of the forum by virtue of his position. Justice Isa is the second CJP, after former chief justice Rana Bhagwandas, to have attended a QAU syndicate meeting. Student unions were banned in 1984 by the dictator Ziaul Haq in an effort to quell student uprisings against his oppressive policies. The decision had left a significant vacuum in Pakistan’s political landscape. Four decades thence, the students at QAU seem poised to be the fir

Parvez Elahi’s remand extended in Judicial Complex attack case

ISLAMABAD: An Anti-Terrorism Court (ATC) on Friday extended the judicial remand of former Punjab chief minister Punjab Pervaiz Elahi in a case registered against him for allegedly inciting violence outside the Federal Judicial Complex (FJC). Mr Elahi was produced before ATC Judge Abual Hasnat Zulqarnain, who remarked that the court had granted post-arrest bail to the ex-CM and inquired whether his surety bonds were deposited or not. Mr Elahi’s counsel Sardar Abdul Raziq Khan told the court that since his client was arrested in another case by the Punjab Anti Corruption Establishment, the bail bonds have not been submitted yet. Mr Elahi informed the judge he was suffering from digestive disorder and was not allowed homemade food. He further claimed the jail administration had constructed a wall along the window of his barrack to suffocate the environment. The PTI leader also complained that a stranger had been deployed outside his cell to breach his privacy. The judge

With another wicket down, PTI fate hangs in balance: Tareen

LAHORE: Imran Khan’s PTI lost another wicket, this time a former member of the National Assembly from Punjab and party’s women wing president Munazza Hassan who joined Istehkham-i-Pakistan Party (IPP) and made the decision public at a joint presser with IPP patron and former confidant of the PTI chairman, Jahangir Khan Tareen, on Friday. About PTI’s future, Mr Tareen said: “It will be premature to say whether the PTI will be in elections or not. Certain things are being worked out in this regard and they will come to the fore very soon.” Some senior leaders of PML-N, including former opposition leader Raja Riaz, believed PTI’s election symbol, bat, would not be on the ballot papers in upcoming elections. Mr Tareen, during the press conference, attempted to dispel the impression that his party was ‘king’s party’. Munazza Hassan joins Istehkham-i-Pakistan Party “The establishment does not interfere in politics. We don’t need the support of the establishment bu

SC orders probe into ‘fake’ appointments in Sindh Education Department

ISLAMABAD: The Supreme Court ordered the Sindh chief secretary on Friday to constitute an inquiry committee within 10 days to investigate an alleged fake appointment scandal in the Sindh Education Department (SED). The committee will scrutinise the entire recruitment process of the provincial education department while verifying the authenticity of appointment letters issued to 56 petitioners whose jobs were subsequently revoked by the department shortly after their hiring. “In our considered view, before declaring the appointments illegal or taking any action against the petitioners, a drastic action should have been taken against the responsible persons who committed illegality, if any, at the departmental level,” observed Justice Muhammad Ali Mazhar in a judgement he wrote. Justice Mazhar was a member of a three-judge Supreme Court bench, which also consisted of Justice Syed Hasan Azhar Rizvi and Justice Musarrat Hilali that had taken up an appeal against the Nov 28, 2022,

Pre-partition Ahmadi worship place threatened in Punjab’s Daska

LAHORE: Tension gripped Daska on Thursday as the Tehreek-i-Labbaik Pakistan (TLP) threatened to raze the minarets of a historic worship place of the Ahmadiyya community. The worship place, located in the old Daska city, was built before Partition by Sir Zafarullah Khan, a member of the Pakistan Movement and the first foreign minister of the independent nation. According to the district police, the worship place was next to Mr Khan’s house and its minarets were hardly visible. There is no board or inscription of a mosque on the worship place — an act outlawed in the Pakistan Penal Code. Concerns have been raised after TLP announced a rally for Friday (today) over alleged desecration by Ahmadi community members of Islam’s Holy figures and the non-cooperation of authorities over the issue. TLP says it will demolish minarets of building built by Sir Zafarullah Khan Banners have been put up across the city while videos being shared on social media urged people from all walks o

PML-N faces challenges in hosting grand event for Nawaz

LAHORE: A consultative meeting of Pakistan Muslim League-Nawaz’s (PML-N’s) youth coordinators for Lahore was chaired by Maryam Nawaz Sharif and Hamza Shehbaz on Sunday. The meeting is part of a series of activities that the PML-N is conducting these days to make preparations for giving a rousing welcome to former Prime Minister Nawaz Sharif when he returns home on Oct 21. Mr Sharif had gone to London for medical treatment on Nov 19, 2019, after being released on bail from a seven-year jail term for corruption. Arranging a befitting reception, to be attended by at least one million people for the ex-prime minister, is a test case for PML-N President Shehbaz Sharif and Maryam’s skills for cadre mobilization and crowd-pulling in the face of issues like differences among party leaders and ambiguity on the return of the elder Sharif because of protective bail concerns. Currently, party leaders like Shehbaz Sharif, Ishaq Dar, Khwaja Asif, and Azam Nazir Tarar, etc, ar

PTI will be affected more by ‘controversial’ SC decision: PML-N

• Party says Nawaz will seek protective bail before returning to Pakistan • PTI celebrates verdict that will put ‘criminals back in the dock’ LAHORE: “A controversial decision by a controversial bench,” is how the PML-N has described the Supreme Court’s act of striking down amendments to the accountability law. But the party maintained that the decision will have a bigger impact on the PTI and its chief, Imran Khan, rather than the Sharif family. “Chief Justice Umar Ata Bandial made the institution controversial and this verdict has made it more controversial,” PML-N Punjab chapter president and former interior minister Rana Sanaullah told a press conference in Model Town on Friday. Flanked by the party’s provincial information secretary Azma Bokhari, Mr Sanaullah said he was not personally in favour of the amendments that would tone down some of NAB’s sweeping powers because he wanted others — an obvious reference to the PTI — to face the music as well. “Now the law has been

SC surprised by Sargodha blasphemy ‘monitoring agreement’

ISLAMABAD: The Supreme Court (SC) was surprised when it learnt on Friday about an agreement purportedly reached between the district commissioner of Sargodha and a private organisation to check blasphemous content by monitoring areas dominated by the Christian community.
