Hue and cry leads govt to dilute powers for caretakers

• Amended Elections Act passed by joint sitting amid protests • Interim set-up will be able to take policy decisions related to multilateral, bilateral projects • Law minister concedes controversial amendment not discussed in committee ISLAMABAD: Following vociferous opposition from allies and opposition alike to its plan to grant greater powers to the caretaker government, a diluted version of amendments which would allow the interim set-up to take major policy decisions regarding multilateral and bilateral projects was approved by parliament on Wednesday. It took the joint sitting three to four hours to pass these amendments. At one point, PTI’s Senator Mohsin Aziz pointed out a lack of quorum in an effort to stall the government’s move, but the speaker declared the house in order after a head count. At the time of the voice vote, three members of the opposition PTI were also present in the House, but they too remained silent, perhaps realising that their shouting would have

Teenage maid ‘severely tortured’ by judge’s wife in Islamabad

ISLAMABAD/SARGODHA: A minor housemaid, who was hired by a civil judge. was subjected to “severe torture” by her employers at their residence in the federal capital, but the police are reluctant to register a case regarding the torture of the 13-year girl, Dawn has learnt. The civil judge of the Punjab Judicial Service is working in the Federal Judicial Academy, Islamabad, on deputation for about three years. Police officers told Dawn that the Sargodha police contacted the officers of the Islamabad police, from the police chief’s office to the relevant SHO, and provided them with all the documents, including the complaint and the medico-legal certificate requesting them to register the case. The response of the police was “unprofessional and non-serious”. After the issue was highlighted in the media, the Sargodha police again contacted the capital police to register the case. At this, the police asked for the presence of the complaint at the police station concerned even though

Imran to appear before FIA today after Qureshi, Umar quizzed in cipher case

ISLAMABAD: PTI chief Imran Khan is due to appear today (Tuesday) before an Federal Investigation Agency (FIA) team looking into the cipher issue, a day after his aides Shah Mehmood Qureshi and Asad Umar were questioned in connection with the same case. In remarks telecast over social media on Monday night, the PTI chairman said he had no idea what the agency wanted to quiz him about. He admitted that a cipher was a most secret document, as its leak could compromise the secrecy of the entire network of diplomatic communications. Mr Khan also claimed that the cipher “had never left the foreign office”, therefore there was no question of it being lost. Last week, former principal secretary Azam Khan had recorded a ‘confessional statement’, accusing former prime minister Imran Khan of using the coded document to subvert the no-confidence motion. Following these revelations, Interior Minister Rana Sanaullah accused Mr Khan of undermining national security and also blamed Mr Quresh

The heavy rain, which started late Friday night, continued intermittently the next entire day, resulting in a “large-scale devastation” in the district. The deluge also triggered flash floods in Chitral, which washed away bridges, roads, and livestock. Rescue 1122 District Head Hafeezur Rehman told Dawn that “the fresh rain spell triggered a large-scale devastation” and killed five people and injured over a dozen. Cipher dug out to disqualify me: Imran

LAHORE: Former prime minister Imran Khan sees the resurgence of the cipher controversy as an apparent bid to disqualify him from contesting elections by the ruling parties who, according to him, have “shot themselves in the foot” by reviving the issue. The PTI chairman, who had promised a ‘proper expose’ on the controversy, spoke for almost half an hour but did not provide any fresh evidence to back oft-repeated allegations. The address began two hours behind schedule. In it, he accused Prime Minister Shehbaz Sharif, PPP leader Asif Ali Zardari, and ex-COAS Qamar Javed Bajwa of hatching a conspiracy to remove him. Mr Khan said the rulers have only a one-point agenda i.e. how to disqualify the PTI chairman and send him to jail. In order to fulfil this plan, they have now brought forward the cipher, he claimed. “But they are clueless that this cipher will be their annihilation,” he added. He demanded a detailed inquiry into the US cipher “conspiracy” as the Federal Investigation Ag

Setting up of Gandhara Cultural Authority on the cards

Dr Ramesh Vankwani ISLAMABAD: The first international ‘Gandhara symposium’ held in the federal capital has not only opened huge opportunities for Pakistan to boost Buddhist tourism but also to utilise it for image building internationally. However, at the same time, there is a need to remove certain flaws that seem to be giving rise to a negative image of the country. The symposium was termed a great success by senior monks and scholars coming from several Buddhist countries where not only Pakistan but the Muslims too were having image problem, such as Myanmar and Vietnam. In response to the feedback from the dignitaries, Pakistan is likely to establish a Gandhara Cultural Authority to streamline hindrances restricting the popularity of Gandhara civilisation at the global forum. Foreign religious figures ask govt to also attract non-Buddhist tourists The scholars and religious figures who attended the symposium have asked the authorities to further the initiative and ex

Battle lines drawn as PML-N hints at going solo in polls

LAHORE: Ruling out ‘a major seat adjustment’ with like-minded parties in Punjab, the ruling PML-N on Friday set the tone for the coming electoral battle with the announcement that it would field candidates in all national and provincial constituencies in the province. The PML-N also announced kicking off the election campaign as the tenure of the incumbent PDM government, led by PML-N, is ending in the second week of next month. “The PML-N will field its candidates for all national and provincial assembly seats in Punjab. We will not go for a major seat adjustment with any party as we have to oblige our loyal workers. However, adjustment may be considered on a ‘few seats’ where our candidates happen to be weak,” PML-N Punjab president and Interior Minister Rana Sanaullah told a presser in Model Town. The PML-N has sought the list of potential candidates from the party’s district presidents in the province. Mr Sanaullah said PML-N had kicked off its election campaign, adding tha

Judges should try to understand needs of society, says CJP

ISLAMABAD: Chief Justice of Pakistan (CJP) Umar Ata Bandial said on Friday that judges should interact with both common people, as well as intellectuals, to understand the society’s grievances, aspirations and needs. “Ultimately as a judge, we are not just concerned with looking for just right and wrong, though in most of the cases it may be something which we will be looking at,” the CJP observed. “What we need to understand, in the context of human rights, is what rights need protection and how they should be protected.” He was speaking at the opening of a two-day conference on “Resilient Pakistan: Calibrating Population and Resources” at the Supreme Court Auditorium. The event is designed to share experiences, best practices and evolving strategies to address the population challenge by bringing together speakers from home and abroad. PM Shehbaz promises timely elections, sans exact date

• PM Shehbaz says ECP will decide whether polls are to be held in Oct or Nov • Coalition partners yet to take a decision on question of early dissolution of assembly • 67 amendments proposed in elections law, draft likely to be finalised next week ISLAMABAD: Prime Minister Shehbaz Sharif’s categorical statement that he would leave the government on completion of the five-year term of the National Assembly in August has made clear, to some extent, the intentions of the rulers regarding elections in the country this year, but there is still a question mark on the timing of the polls. Speaking at the launching ceremony of the Pakistan Endowment Fund for Education on Wednesday, the prime minister declared that the term of his government would end next month. He, however, did not clear the confusion about whether the coalition partners would go for the normal dissolution of the National Assembly on completion of its term on August 12, or he would advise the president for an early di

SC office raises objections over petition seeking PTI dissolution

ISLAMABAD: The Supreme Court’s office raised administrative objections on Monday on a petition filed by a former confidant of Imran Khan seeking dissolution of the PTI in view of the “hate speeches and anti-institution rhetoric” of the ex-prime minister. Mohammad Aun Chaudhry, who has now joined the Istekham-i-Pakistan Party (IPP), argued in his petition that Mr Khan’s speeches “violate different provisions of the Constitution. The office of the Supreme Court’s registrar raised an objection on the petition that Aun Chaudhry did not specify how this matter relates to public interest and deserves to be taken up under Article 184/3 of the Constitution. Another objection on the petition was that the PM and the defence minister cannot be cited as respondents. Published in Dawn, July 11th, 2023 http://dlvr.it/Ss0JDC

Toshakhana case against PTI chief declared maintainable

An Islamabad district and sessions court on Saturday declared a criminal complaint against former premier Imran Khan for concealing details of Toshakana gifts to be maintainable. Additional Sessions Judge Humayun Dilawar announced the verdict that was reserved earlier as he heard the PTI chief’s plea challenging the maintainability of the said complaint sent to the trial court by the Election Commission of Pakistan (ECP). The case accused him of concealing details of state gifts. Setting July 12 as the date for the next hearing, the court has summoned the witnesses for testimony that day, which will initiate the trial proceedings against the former premier. Earlier this week, the Islamabad High Court (IHC) had overturned the ruling of a sessions court wherein it had rejected the PTI chief’s petition to declare the Toshkhana case inadmissible. Earlier today, Imran sought an exemption from attending the hearing, which was objected to by ECP counsel Saad Hasan. The PTI

ECP alerts employees about ‘ransomware attack trying to steal information’

The Election Commission of Pakistan (ECP) has warned its employees about a ransomware attack that it said was “trying to steal information” through phishing methods, it emerged on Friday. The letter — seen by Dawn.com, dated July 6, titled “Cyber Security Alert” and written by ECP Information Security Specialist Naveed Ahmed Kandhir — shared a screengrab of an email sent to an ECP official that asked the recipient to open an attached RAR file titled “Cabinet”. Referring to the said email, the ECP said that “someone is […] sending the email to all” the ECP officials. The electoral body said it was a “ransomware attack and trying to steal the information”, and asked its employees to not open the said email, ignore it and report it as spam. The alleged phishing email — sent to an ECP employee — informed the recipient about a letter, dated July 5, that was attached to the email. PESHAWAR: A special court on Monday sought record from the anti-corruption establishment (ACE) in a bail plea of central leader of Pakistan Tehreek-i-Insaf Ali Mohammad Khan arrested on charges of committing ‘irregularities’ in development schemes in Mardan district. Passengers left stranded as parts of Karakoram Highway in KP closed off after heavy rainfall

A large number of travellers were left stranded on Friday morning after the main Karakoram Highway and connected roads in Khyber Pakhtunkhwa were cut off after a spell of heavy rainfall. Heavy monsoon rains, coupled with strong winds, lashed across areas such as Shangla’s Bisham tehsil and Hazara’s Kohistan, Battagram, and Torghar districts. The rains caused streams and rivers to overflow, bringing rubble along with them. This led to blockades and road closures, cutting off the route to Gilgit Baltistan. Bisham Station House Officer Bakht Zahir told Dawn.com that the Karakoram Highway was obstructed at over 30 points, and passengers were stuck on both tracks of the highway, particularly tourists travelling for GB and other northern areas. He said the relevant authority is being engaged to clear the road on at least one side so that motorists can make it across. Zahid Khan, a passenger stuck in the Shang River side told Dawn.com that he was travelling to Bisham from Mansehra w

Residents suffer as many Karachi areas experience acute water shortage
